Factors influencing "Collective Action" and "Co-operation"

Quoting Albert Einstein :-

"Every kind of peaceful cooperation among men is primarily based on mutual trust and only secondarily on institutions such as courts of justice and police"

In the light of this beautiful thought and basic understanding being developed in class can we ponder upon following issues in Rural Context
  1. Which Institutions discourage opportunistic behavior and encourage cooperation?
  2. What are the key learnings from past attempts of "Collective action and Co-operation?
  3. In war-torn countries like Sudan can "CAC" be developed as way out for removing age long suffering? If yes, possible steps one may think of for beginning.
  4. What are the characteristics of the individuals involved that determine degree to which they cooperate?

Regarding the first question posted by Sharda, i am enlisting some of institutional features that promote long-lasting cooperation.
First, clear and detailed rules
that govern the sharing of costs and benefits from the resource must be agreed upon by all
participants.
Second, congruence is a key requirement, namely, the share of costs borne by each
participant should be proportionate to the share of benefits they derive from the resource.
Third,
monitoring is essential.
Fourth, credible sanctions for deviators should be established ex-ante and punishment should be made public.
Fifth, there must be a forum to resolve conflicts and discuss changes in rules to adapt to external changes.
Plus different situations will have by different characteristics i.e. situation dependent characters.

"to sustain a collective action we require inspirational and determined leaders.
Also, the followers should believe in the ideology for which the action has been initiated.
however, its heartbreaking to see that actions throughout history occur after the occurance of an incident of mishap. seldom, we see an action occurring in foresight of any event."

Third answer i will try to attempt

Conditions in Sudan are a result, natural and man-made calamities. Its almost 70 years of suffering of people of this part of Humanity.

In one post i have mentioned about Mondragon Co-operatives. It is a workers co-operative started by a priest after civil war in Spain and is currently world' biggest co-operative. We need a similar action in Sudan, unless and untill people have alternate source of livelihood and employment they will keep resorting to this infamous employment (killing their own fellow beings).
But the bigger question is who is going to bell the cat. Who will go and attempt to work in those tough conditions and ensure that basic theories of collectivity we are learning in CAC see the light of day and their results a people's co-operative which transforms lives of millions suffering since last seven decades.
As we fondly say in IRMA
