Challenges of Defining Power

If scarcity explains collective action, do we still need to bring the concept of power to understand the nature of collective action? If yes, why? How are different dimensions of power impact on the nature of collective action?

Scarcity only mentions the reason of the collective action. If one wants to understand the way in which the collective action is organized, Power has to be considered. Power in it's raw sense is the ability of a person to influence any person's decision.So, people can be organized in a collective action in a particular way by the use of power. Dimensions of power add to the ways in which power can be expressed. They make the people react in a particular way to the problems and works faced in the collective action.

Scarcity or some apparent benefit leads to collective action but the power hierarchy among the participants determine the way it is organized and governed. Most of the time people above in hierarchy use their traditional or charismatic authority to bring the people together and organize the action. The rules of the action are also hugely influenced by the power dimensions such that they usually tend to favour people higher in the hierarchy.

Scarcity can be considered as the source of origination of a collective action but that action can only be accomplished if it is governed under some authority or power. The three dimensions of power are traditional, charismatic (which is induced through a process) or Legitimate that comes from authority. The person possessing any of these powers serve as the leader and drives the entire group to achieve the collective goal.

Traditional, Charismatic and Ratio-Legal are three sources of power (Weber), than three dimensions of power. Three dimesions of power refers to 1) Who holds power, 2) the nature of decision making and 3) wider values and norms which shape our preferences and decisions.

Scarcity of power among disadvantaged leads to collective action. It is accumulation of power of individuals working to achieve power equality in the form of certain goals. For this it is required to work in organised way which is achieved through the distribution of authority among participants. This distribution is based on charismatic and ratio-legal authority. Here each participant enjoys equal ratio-legal authority but people high in charismatic power reach higher in hierarchy. And three dimension of power i.e. holding of power, decision making and values and norms decide the achievement of power equality.

Scarcity does define collective action as it creates need for individuals to go for some collective action. But power plays its role by influencing individuals in decision making while building on the action. There are different sources of power structure: traditional power, rational power and charismatic power. These structures help in success of collective action because it gives the participants a direction to achieve the shared interests. A charismatic power could help in achieving political gains in terms of autonomy of collective action.

To start a collective action among poor, Scarcity is the reason. Somebody has to take initiative to spark a big fire. The person, who takes imitative, considered powerful in the eyes of followers. In the case of Amul, Tribhuvandas Patel, the holder of charismatic power started movement to get higher milk prices for producers. Dr. Varghese kurien, holder of Expert power joined him and took the movements to pinnacle and made Amul, India's largest co-operative movement. So power dimensions looks like necessity.

scarcity is a very narrow thing to explain collective action and in doing so we ignore various other reason for people joining a cooperative e.g. quasi moral norm of fairness, social ostracism, people who join a collective for process benefits. In my opinion the dimension of power influence these factors directly or indirectly.

Scarcity is one of the causes of collective action but the power equation is equally important in success of any collective movement.Th decision making process, benefit sharing all are to an extent influenced by the power structure.The Leader of the movement can give direction to the movement because of power that he possess be it traditional,legal or charismatic.

The very problem of scarcity arises because of power relationships. The amount of resources one can exploit is directly proportional to his/her power and this ultimately leads to scarcity for the weak. Dimensions of power are nothing but sources from where power is extracted.

Scarcity and uncertainty associated with benefits make collective action desirable. Happening or not of collective action depends upon power structure prevailing in the society. The stratified societal structure with huge power asymmetries and multiple power centres make emergence of collective action difficult. The elite usually try to block collective action through using their power and colluding with state machinery. They do so to prevent any threat to their power and income. The decision making power lying with poor make collective action easy to emerge. The exercise of power is influenced by norms and value system present in the society.

Scarcity breeds the need of collective action. Yet power is crucial to effectively achieve and realise collective action. It helps to manage and align efforts of collective action. The three dimensions of power play a crucial role. Whether the power rests with a member or an outsider determines the level of willingness or intention with which the collective action originates. Also the nature of decision making determines how equitably are the benefits and rights distributed. Also the values and norms shape the actions and conflict resolution mechanisms

Scarcity of resources is one of the important factor for the formation of collective action.To understand collective action thoroughly it is very much necessary to understand who initiated it, who and how decisions are taken,whom it benefited lot etc, all these will be explained by power concept. In village we can see if leader of a activity is from one caste all the members of that caste will agree with him on most of the decisions he take and opposite caste members will not.

Scarcity explains the need for collective action and to understand the nature of collective action concept of power has to be brought in. Scarcity at one end results from accumulation of resources at another point. Amassing of resources leads to power accumulation. The power of influencing any issue by the elite has a negative impact on the initiation and implementation of collective action. The power of decision making lies in the hands of elite and they can block any project being implemented for the poor. The higher class do not favour collective action by the people with scarce resources.

Scarcity can give the required impetus for collective action but it alone cannot determine nature of collective action. To get a complete picture, one needs to understand the power structure prevailing in society where collective action took place. The various dimensions of power determine the composition, input and output quotas of collective action. Power is a very important parameter to understand characteristics of collective action. If the outcome is a just one, it will lead to an effective action, a true people’s act, otherwise it might lead to a quicker demise of collective action.

Scarcity makes us think about collective action as one of the solutions to successfully complete the task at hand. However, it does not guarantee the inception of collective action. For collective action thoughts to become a reality, power dimensions play a very noteworthy role. Who holds power- just few people or is it distributed across the group; the form and nature of decision making such as through enforcement, consensus, voting, agreement; and the impetus given to the correct values and righteous behaviour in being able to influence people’s mindset greatly influences the outcome of collective action.

Scarcity can be a reason for collective action, but this is not the only reason. It has the potential of transforming small unheard voices into big loud shrill. But this transformation only possible when it is guided by strong charismatic leaders. The powerful influential leaders can led the collective action up till only when they consider the interest of community above everything. If they misuse the power given to them by community, the whole movement will disintegrate.

Scarcity cannot solely explain collective action. The concept of power is important in understanding nature of collective action. The powerful may hamper collective action through promoting patronage in order to assure continuation of status quo and their income through appropriation in case if they perceive that collective action may not benefit them and hamper their interests. The participative decision making in a less stratified society provides a favourable paradigm for collective action. The norms and values which promote sustenance for all and discourage progress at the cost of others favour collective action.

Scarcity can be explained as one of the motivation, if not the sole, to go for collective action aimed at better resource management to address the scarcity involved. The breeding, development and survival of collective action would depend on its able leaders. They would exercise the power to lead, control and moderate the collective action efficiently. The decision making involved with the collective action, though facilitated by leaders would be dependent on the participants. Their nature of preferences and decisions would be motivated by the agreed upon values and norms.

Scarcity, alone cannot explain collective action, power has to be incorporated to understand its nature. As power helps in changing the mindsets from powerless group to one of the powerful groups that can act to influence positive change in a desired direction. The powerful would exercise power by helping the needy to decide, plan and take action to meet their own needs with the help of available outside resources. Their decision making would help in forecasting necessary adaptations to meet new social needs in constantly changing circumstances.
