Political Institutions for commons

What is the nature of political institutions which are suitable to promote commons? What is the nature of relationship between members of commons and political institutions to keep it as guardian for commons?

Political institutions with an emphasis on member participation and in which members are provided a better and fair deal provide a better potential for commons to emerge. Political institutions which do not promote appropriation through colluding with the powerful favour collective action. Efficient local self governance which is supportive to initiatives of the poor is suitable to promote commons. The members of common and political institutions should have a harmonious relation based upon mutual respect and trust.

The commons are properties of community and they are characterized by community ownership. Hence any political institution which practices community ownership training and capacity building is suitable to promote commons. These institutions should be able to manage conflicts within community, which owns commons, and nurture community in managing the commons. It is easy to say that political institutions assume the role of guardians when it comes to relationship between them and members of commons. But it should be noted that ideally the relationship evolves into more than a guardian-dependent relationship.

The political institution suitable to promote commons is fair and impartial to all the members. The leader is not biased towards caste or community or religion. The political institution uses its influence to stand against any external force which is detrimental to the commons. This serves the purpose of promoting the commons against all odds. The elected leaders do not enjoy privileges or absolute authority and hence the institution is a democratic association. Absolute authority of the leaders leads to misappropriation which is quite undesirable. The relationship between the members and the political institutions is based on trust.

These political institutions should have:1) clearly defined boundaries 2)mapping between benefits, rules and local conditions 3)100% participatory decision making process 4)effective monitoring systems of the common property 5)incremental punishment rules for defaulters 6)easy and understandable conflict-resolution mechanism 7) minimal interference by any external entity 8)if needed multiple layers of nested enterprise.
