Cycle of Poverty and Third Dimension of Power

How can vertical and horizontal integration of services of collectives help the poor communities to break the cycle of poverty? How could all three dimensions of power be effectively used by the collectives to manage the diversity of resource basis and aspirations?

The problem of the powerless, is not the absence of power, but its non realization.the horizontal integration in a collective ensures that they feel differently, and the vertical integration will ensure that they are treated in a rightful manner. When the dimensions of power are shared in an equitable manner then only the collectives can manage the diverse resource basis as well as aspirations.

Three years ago the villagers of Kalyan Bigha( the place where i went for my field work) were trapped in the debt cycle of money lenders. In the year 2009 through the project jeevika they unite together to form the SHGs. This has reduced the dependence on money lenders to negligible. Earlier the money lenders were exercising the power of wealth to show their economic dominance over these poor. The SHG members are using the first dimension or force to deal with issues like alcoholism and power of knowledge to successfully accomplish Total sanitation Campaign in the village.

The problems with poor community is that they are generally disintegrated and directionless regarding their bargaining powers. Vertical and horizontal integration of services of collectives will help unite these poor communities and make them capable of bargaining from the affluent communities. The three dimensions of power can be effectively used to unite the poor and direct them towards equitable power sharing arrangements.

The first dimension of power i.e., State shall promote a dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies and second dimension of power i.e., decision making provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all so that is the vertical integration from top to bottom. The third dimension of power i.e., values and norms in a collective action will provide horizontal integration among the participants to manage the diversity of resources and aspirations.

The vertical and horizontal services can help the poor to break the cycle of poverty in a sense that with the help of horizontal services they can integrate and come together for collectively work. For example SHG formation for getting out of debt cycle. Vertical integration helps in check bound and proper functioning of communities. The three dimensions of power decision making, non decision making and ideological power can effectively used only when the collectives come together and have a sense of common understanding then they can manage the diversity of aspirations and resource basis.

Cycle of poverty exist in society due to lack of resources like finance, education and other institutional resources. If collective action is horizontally and vertically integrated it will be able to use all three dimension of power. Here horizontal integration in group will facilitate first two dimension of power and will help in decision making to take society forward from current position. Third dimension of power which came due to vertical integration will provide necessary input in terms of value, norms and ideologies. Ideal example will be functioning of SHG with support of NGO.

The vertical and horizontal integration will help the poor unite and give them a direction, which they generally otherwise lack. The three dimensions of power will in turn bring about the ntegration which will break the cycle of poverty and bring power to the weak.

The lack of ownership or resources which in turn leads to lack of bargaining power is the main reason for poverty.The three dimension of power can act as a tool to unite people and the horizontal and vertical integration will facilitate this and help the people in coming out of cycle of poverty
