Collective action as a response to climate change

One of the greatest challenges to international cooperation that the world has faced is Climate change .Climate being a global public good International collective action to tackle the problem is required and it would greatly reduce the costs of both mitigation and adaption. The international collective response to the climate change problem required is therefore unique, both in terms of its complexity and depth. International collective action is more likely to succeed where there is mutual self-interest, when it is in response to a shared threat, and where there is leadership from a dominant country.

As far as i think, climate change is an outcome of "Global Warming". any country after becoming globalized and liberalized, the govt. of that country thinks more and more about industrialization. As the industrialization starts, it starts polluting the environment resulting in climate change.
On the other hand, it is the same govt. who talks about employment generation through these industrialization.
Here comes a challenging role for govt. about what to do to have a "win-win" situation for both sides....
Can you please suggest some recommendations for "win -win" situation?

The problem that arises majority of times is... the dominant country that takes the leadership pursues its own interest in the collective action. Like the case that is happening right now,... the dominant countries want developing countries to cut down on emissions when the dominant countries are the ones who emit many times more!
