For an active social movement...

Active social movements may be supported by individual voluntary organisation with paid staff, but the role of such personnel is to support the volunteers who provide the real energy in any social movement. The staff must share the spirit and commitment of the volunteers, even though they may depend on the organization for their livelihood.

Precisely.
I feel that one reason for the high employee turnover in many such organisations is because the staff do not share the same interest and enthusiasm as the volunteers.

Active social movements basically use institutions as an instrument to get moving and the organisations you mentioned are 'institutions' and they mainly contribute to the logistics part of the movements and it's better that people themselves are actively involved in the movements. If one aligns more towards the so called paid personnels for all things, then the purpose of the movement might get distorted.....
