w.r.t session 21

In today's session, we looked at movements and institutions. We talked about the discreditation of groups that have the same ideology as the state but are using illegitimate means. I hava a query in this regard. If we take the example of the Gujarat riots,2002 we find that many sections allege that it was perpetrated by Gujarat CM Narendra Modi. If we take this to be true, how can we think of any sort of discreditation if both the state and the perpetrators are the same!

First of all,state doesnot mean only the chief-minister,some ministers or council of ministers.State consists of Legislatives,Executives,Judiciary and the people in general.If one part of the state induldge in rioting or other criminal acts,other major pillar of the state have the right to initiate action against the perpetrators.
In the said case Judiciary and Media came in support of victims.And,the investigation is going on against the CM of Gujarat.It is still premature to say that he is responsible for rioting.
Some people thinks that these actions initiated by media and different pressure groups in a democracy resulted into nothing.We should keep onething in mind that without concrete evidence nobody can be punished for such crimes.And,in India we have seen that even Prime-minister has been arrested by the order of court.
It is one of the greatest success of our democracy that in just 60 years of life of a nation,we have matured into a successful democracy.
