Parallel Structure in Development Sector

If you follow the developments in the development sector closely, you will find that there is an increasing number of NGOs or developmental organizations performing the functions, which governments are supposed to do. A parallel structure of institutions is being developed to the existing government infrastructure. The performance of these organizations has been found to be good and efficient. The question arises - Should the government infrastructure be put to rest to avoid duplicacy of infrastructure?? Why is taxpayers money being wasted in the form 'Transfer Payments' to the beneficiaries in the form of welfare schemes ?? Funding and implementing these schemes with the help of developmental agencies was the right way ! However, due to political implications, PPP models are slowly becoming loss-making ventures and thus, forcing these agencies for autonomy!
