Hiware Bazar model of collective action

Hiware Bazar is a village in the rain shadow region of Ahmednagar district of Maharashtra. Before 1989, village was known for criminality. Most of its population was BPL. Migration to nearby cities like Mumbai and pune was rampant.

In early nineties, village started acting collectively under the guidance of Popatrao pawar by adopting the five mantras i.e, family planning, providing free labour for asset creation, ban on tree-cutting, ban on alcohol, ban on grazing. Today it has transformed completely and set the trend of reverse migration. This village has 52 millionaires as on today.

Dear lahane, i would like to know whether Hiware Bazar is a Bazar (market) or really a typical indian village lacking various resources.
If it was really a village then i must say that the mantra of success lies in these 5 points. This really sound to have 52 millionaires after having a collection action taken by whole village
