Is it or Is it not???

If 5 people are coming together and doing some action with a help of an NGO, which will directly benefit these 5 people of the village directly and other villagers indirectly, Will it be called as a collective action?
a)If the number of people gets reduced to one plus the NGO, what is it?
b)If it is a collective action, why is it so?
c) If not, then why?

this can be considered a collective action as the people have come together for meeting a common goal which will benefit them. this in turn will benefit others indirectly. but when the no is reduced to one then the collective action will depend on the fact that the action only benefits the person or a group as a whole.
