Uru the Awakener

In the story, Uru was an Awakener in all the villagers he visited except one. There he was a Disappointer. Isnt it because of the failure on part of the villagers that the Awakening didnt happen there? I feel its because of lack of incentive for collective action among the villagers that they failed to realize the Awakening. Moreover as Uru said it is the villagers who know what is the best for them, not an external person. Isnt it why we are emphasizing more on participative development of the villagers now?

the whole idea of having panchayati raj and the idea of ensuring that people at the ground level decide what is required, proves your point. The people at ground or the associated people are the most well aware of what is required and much much better than the officials sitting in air conditioned offices hundreds of kilometers away
