Is infrastructure of any use without the human resource??

The government has launched so many schemes which in cities we see on televisions and banners but at the grass root level what is the position. I gave tuition to some of the children but was shocked to realize the basic understanding and concepts which was almost nothing. The education system provided in the villages has been just for formality and students just pass up to Ninth and then fail in boards which is very common. If somehow they pass class 12 they have to leave the village for higher studies which is a costly affair and most of them have to drop. There are school, hospital buildings,Police chowki but are they of any use without human resources.?? Nobody is willing to come and serve at the remote area and request for transfer is on the table before being posted.How many of us would like to go and serve there again if given a chance?

It is an earnest request to you that please do not generalize things. Firstly, by generalizing about the educational system to be poor, u simply disrespect all the teachers who put in their heart and soul to work in a village school, or in that case, all the students who really work hard to learn the concepts. As far as other things that you mentioned, there are many NGO's and govt. policies which fund higher education of students who are really keen. Also, I feel that there is no shortage of resources compared to infrastructure. Again, you have generalized that nobody is willing to come and serve in remote areas. I will counter that by my personal acquaintances who have gone back to their village of origin to serve people there. Forget my acquaintances, infact there are some students in our batch whose sole aim of joining IRMA is to be of some help to the village of his origin.
