What is fair?

Who should decide what is fair and what is not?
A person holding the resources might argue that he was the first to discover it and put in all his efforts to develop it and make it usable. On the other hand, the have nots will say that since it was free for all, so it is not acceptable that the first movers advantage should hold till etenity. But the moot point is how to come out of this situation.

For example it was fair from the Britishers point of view to rule the country because they were providing law and order to the highly fragmented landmass of princely estates. From the Indian point of view, it was unjust because they were slaves in their own motherland. But was it the British who said it was unfair? No, it were the Indians who raise the voice and pushed them till it was borne in minds of the English that this will not go on.
So, fair or unfair is very subjective and those who want a change bring about the same through collective action.
