Budhism emerged as a religious movement in Ancient India but it had also some political collective implications and causes.It emerged when the caste-system became rigid and lower caste people were oppressed severely by the upper caste people.That is one of the major cause that Vanik(Business-class people) and Shudras(lowest in the caste system) follwed this religion in large numbers.
In modern times,we can see the struggle of lamas against the govt. of China for their demand of autonomous state of Tibbet region.
So,it is quite evident that religious and political collective actions affect each other in some way to bring about change.

Buddhism has not promoted any caste system, class system, differences, etc. Perhaps, this was the reason that even Dr. Babasaheb Ambedkar preferred to be called a Buddhist, as he fought all his life for equal rights of all.
Recent political happenings in China Lamas is potentially turning into a huge collective action. This has also started to divide the world, like China has threatened US that it will snap its ties if USA supported Dalai Lama.
Rather than taking far behind in history and abroad like China and USA, just try to find the same link on the issue of Ram Janm Bhumi and Babri Masjid along with BJP and Muslim political supporters.
Now find the answer weather it st is a religious movement or a political collective action.
