Problems in rational choice and Social Exchange

The problem of collective action is that how it is possible to explain the cooperation of individuals in groups, associations, and other forms of joint action. If individuals calculate the personal profit to be made each course of action, why should they ever choose to do anything that will benefit other than themselves? The problem of social norms is the related question of why people seem to accept and follow behaviour that lead them to act in altruistic ways that overrides their self-interest. This and problem of collective action comprise what Parsons(1937) called the Hobbesian Problem of order and that is if actions are self-interested ,how is social life possible?
