Gurudupet is a tribal village in northern Andhra Pradesh and just 15 kilometres away from the border of Maharashtra. In the village or in the mandal, we did not come across any Cooperative society. There were small help groups which were having a collective action in the form of pooling in the savings and there by using the same money to lend among themselves. The Village had the potential and also people (not many) to work collectively. Even, collective action was not taking place.The main reasons for lack of collective action were differences between the ST community and SC community, political faction of the local region and stubborness on having all the benefits to their own communities. So, collective action is impossible even if an NGO or government is ready to act unless the people in the system are willing to.

Just like Gurudupet, Chandana is also a tribal village in Jharkhand where the Santhal and the Paharia tribes inhabit. The tribals are poorer than the OBCs of the block. Majority of the government schemes are pro tribal and as such the OBCs in the block feel neglected. This has resulted in differences between them. The OBCs do not even attend the Gram Sabha where all the major issues of development related to the village are discussed and decided.
Chandana has a huge potential for collective action as it has better infrastructure and connectivity with the outer world. But, because of the clashes among the villagers the village has seen no major development in the past 15 years.

A collective action takes place when the people come together to work towards a common goal.. The NGOs or Government can only act as a catalyst in this, the work has to be done by the people involved themselves.. Thats the basic premise upon which the whole idea of a collective works!

Concurring to your observation that no collective action is possible without involvement of people, i would like to substantiate it. An external force cannot motivate you to such an extent until and unless you do not have it in you. simple eg is a fire has to be initiated by a small chingaari. and that has to be present even for external forces like oil to catch the fire
Many external factors are essential for success of collective action. The reasons mentioned are few of them.
Had it been possible to do collective actions everywhere, this world would had been totally different place, as anyone who would want something will do a collective action and get it!
I liked the examples put by BNT and Prerna. But before raising the issue of potential collective action, can you tell me what are the reasons to have a collective action. what are their needs and demands that they are not able to fulfill individually. And also if involve in collective action, these demands and needs will be fulfilled.
